PRESS RELEASE Information Bureau Communist Party of the Philippines January 21, 2007
The Communist Party of the Philippines (CPP) today lambasted the "secret intelligence, 'special operations' and actual combat operations being conducted in the Philippines by US and other foreign military and intelligence agencies in violation of our national sovereignty." At the same time, the CPP denounced the Arroyo regime for conspiring with US authorities in concealing these secret operations and asserted that "the Filipino people deserve a full disclosure" of the extent and breadth of such operations in the country.
CPP spokesperson Gregorio "Ka Roger" Rosal said reports from reliable sources that Mindanao is now crawling with agents of the US Central Intelligence Agency (CIA) and Federal Bureau of Investigation (FBI) as well as Australian federal intelligence agencies "are alarming and cannot be dismissed with a simple denial by Arroyo's defense and military officials."
"US intelligence operatives have long been known to operate clandestinely and illegally in the Philippines and elsewhere," said Rosal. "They not only undertake intelligence operations, but carry out as well covert psywar and special operations, such as bombing operations that are made to appear as terrorist attacks." Rosal recalled that in 2002, CIA agent Michael Meiring was arrested in a Davao City hotel after a bomb he was preparing accidentally exploded and injured him. Meiring was never investigated as he was extricated posthaste from his hospital detention and whisked off to the US by American and Philippine intelligence units.
Rosal also called for an investigation into a recent admission of Armed Forces of the Philippines Chief of Staff Gen. Hermogenes Esperon in connection with ongoing operations against the Abu Sayyaf, that US special operations forces are indeed present in Mindanao and that "they are engaged in strike operations." While Malacañang and the AFP have been profuse with their gratitude for the "valuable leadership and support" that the US has provided the Philippine military in its efforts against the Abu Sayyaf, neither Malacañang nor the AFP has revealed the identity of the unit and military operatives who were able to kill Abu Sayyaf spokesman Abu Solaiman.
Rosal said, "There should be full disclosure not only of the operations of the US CIA and FBI intelligence agents, but also of the operations as well of American secret military advisers and the US-RP Joint Special Operations Task Force operating in the country; the permanence of their presence in the counry; their actual involvement in combat and strike operations; their air, satellite and ground intelligence operations; the extent of their integration within the command and force structure of the AFP as well as their indoctrination of Filipino soldiers with the US' "war of terror" ideology," Rosal added.
In calling for a full disclosure of US military presence and operations in the Philippines, Rosal issued the following points:
"a) The CPP challenges the Philippine congress, especially its members who vow to protect Philippine national sovereignty to carry out a congressional investigation into the full extent of US military presence and operations within Philippine territory, including those involving intelligence work and the Joint Special Operations Task Force-Philippines (JSOTF-P). The CPP challenges the Philippine congress to compel Philippine and US military and defense officials to divulge all details of so-called joint exercises and trainings and the direct involvement of US troops in combat, 'special operations' and 'counter-insurgency operations.'
b) The CPP urges patriotic Filipino soldiers to report their knowledge of the activities and operations of so-called American military advisers, as well as the involvement of US troops in local combat, strike and "special" operations. The CPP also urges soldiers of the AFP to reject the US-imposed "war on terror" that merely uses them as pawns in the US' effort to intervene and impose its hegemony over the country.
c) The CPP urges the people of Sulu, Basilan, Quezon, Bicol, Leyte and other areas where foreign operatives are active to report incidents where US troops are or have been involved in combat, strike and "special" operations. There should also be full disclosure of the extent of "civil-military operations" and "reconstructon operations" of American forces as these are most likely military infrastructure projects in the guise of civilian projects.
d) The CPP urges compatriots in the US as well as the American people, including members of the American congress critical of the US government's "war on terror," to demand that the Bush regime disclose fully the secret operations of US troops in the country that violate Philippine national sovereignty and are inimical to the interests of the Filipino people."
Rosal called on the Filipino people "to act decisively against the Arroyo regime and protest and twart its treachery in allowing foreign military forces to freely operate within Philippine territory and in violation of our national sovereignty."
