Focus on the Extrajudicial Killings in RP: Operation Phoenix's Long Shadow
In the Phoenix terror, the US saw the shape of gore and mayhem to come. In the twisted mindset of the US military establishment, Phoenix did right and well. It thus became the foil for future US-directed so-called counter-insurgency schemes against national liberation movements elsewhere in Asia and Latin America. Military operation plans supervised by the US military in its neocolonies thereafter would systematically include as a key component Phoenix's "non-traditional" approach of recruiting, training and unleashing death squads to prey on impoverished unarmed civilians residing in militarized countrysides. Thus did the spectre of Phoenix stalk the Philippines, Argentina, Colombia, El Salvador, Guatemala and other US-oppressed countries.
This infamous US covert program may well have been the forerunner of all the so-called counter-insurgency programs launched by the Philippine reactionary state since the Marcos dictatorship. The various Orwellian-labeled "oplans"—from Marcos' "Katatagan" to Macapagal-Arroyo's "Bantay-Laya"—aimed to coordinate the state's US-directed counterrevolutionary efforts for every administration, just like Phoenix sought to do.
As in Phoenix, all these Philippine oplans seem to have been laid down in tight coordination with the US military establishment, from the US-RP Mutual Defense Board during Marcos' heyday to the US-RP Defense Policy Board and the current US-RP Security Engagement Board, though the newly-formed security engagement board stands on shaky legal grounds as the agreement that formed it has not gone through the constitutionally-mandated approval of both the US and Philippine Senates.

UN Rights Body Hears Raps vs Arroyo Government
The United Nations Human Rights Council (UNHRC) in Geneva has been in session to receive and deliberate on complaints filed by several people’s organizations in the Philippines against the Arroyo government for the string of extra-judicial killings, abductions and other human rights violations.
Although the complaints focus on major unsolved killings and enforced disappearances, latest reports show that the number of summary executions allegedly perpetrated by Arroyo military, police and paramilitary forces has reached 755 and 184 for enforced disappearances. The figures do not include other types of crimes against humanity reportedly perpetrated by the Arroyo security forces including torture, forcible evacuation of villages, illegal arrests and others.
The complaints could go all the way to the Economic and Social Council (ECOSOC) and thereafter for appropriate action. As an organ of the UN General Assembly, the 47-member UNHRC may vote to suspend the membership of the Philippines in the said council for gross and systematic violations of human rights.

Political Killings in RP Draw Int’l Condemnation
From Europe to the Philippines, Gloria Macapagal-Arroyo received relentless criticisms for the unabated extrajudicial killings under her regime.
During her recent trip to Europe, leaders of various countries expressed concern over the Arroyo government’s bad human rights record.
From Europe, Arroyo flew to Hawaii. Again, she was confronted with protests. Members of Anakbayan at the University of Hawaii and the Bagong Alyansang Makabayan (Bayan)-United States chapter led a picket outside the Filipino Community Center in Waipahu.
Other international groups who have expressed alarm over the human rights situation in the Philippines include the Geneva-based World Council of Churches, London-based Amnesty International, the Asian Human Rights Council in Hong Kong, the Fact-Finding Mission of Dutch and Belgian judges and lawyers, the United Church of Canada, and the Uniting Church of Australia, among others.
Condemnation from other countries did not end with Arroyo’s arrival in Manila on Sept. 18.
Murphy also called on the Australian government to review its $4.2 million annual aid to the Philippine military.
Moreover, an Australian senator said that the continuing detention of Anakpawis Representative Crispin Beltran is a sign of the Philippines’ “dying democracy.”
In an article published in Socialist Objective (v.18 n.2), Senator Gavin Marshall, Labor Senator for Victoria, wrote, "Most of us assume that democracy is alive and well in the Philippines, yet there are some very worrying signs that the Philippines is becoming once more a nation where the government can and will abuse its power and citizens.”
Marshall expressed concern over the mounting repression of progressive Philippine lawmakers such as Beltran, saying that "If the Parliamentarians cannot even feel safe in the Philippines, then what hope for ordinary citizens?"

Protests over Political Killings Hound GMA in Brussels
Belgian, Dutch, and Filipino protesters, numbering about 100, gathered at the Schuman plaza fronting the European Commission building, September 12, to denounce Philippine President Gloria Macapagal-Arroyo, the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) as “the masterminds” behind the spate of killings and forcible disappearances of unarmed activists and their supporters now numbering 752 and 181 respectively.
The protesters carried a big banner, in full view of many motorists and pedestrians, which read “Stop the Political Killings.” They also paraded placards that read: “GMA, Norberto Gonzales, War Criminals, R.I.P. (Rot in Prison)” demanding that they be tried before the war crimes tribunal in the Hague, and “GMA, AFP, PNP -- masterminds of political killings.” They occupied the small plaza and laid out wooden crosses and photos of some of the more than 752 persons murdered by military death squads allegedly directed by GMA herself and the Cabinet Oversight Committee on Internal Security.
Inga Verhaer and Eloi Glorieux, members of the Belgian and Flemish Parliaments, respectively, were among the protesters. They spoke to the crowd about the need to defend human rights and democracy in the Philippines and to stamp out repressive regimes.

World Council of Churches Statement on Extra-judicial Killings in the Philippines
Since 2001 more than 740 people who have worked with and for the poor in the Philippines have been assassinated in extrajudicial killings. They include journalists, lawyers, leaders of people's organizations, human rights activists and church workers. The killings have intensified since 2004.
Twenty-one church workers, including nine pastors and priests, have been killed since 2001.
Most of the attacks have been committed by unidentified men shooting from unmarked vehicles or motorcycles. Paramilitary groups armed by the military, and even members of the military and police, have been implicated in these killings. While a few suspects have been detained briefly, no charges have yet been issued in relation to these killings. All cases remain unsolved.
The government has allowed these crimes to take place with impunity, and is failing in its statutory obligations to protect the right to life and to maintain the rule of law.

Protest for Human Rights at the Occasion of the Philippine President's Visit
Tuesday, Sept. 12, 12:30 at Place Schuman in front of the European
Commission
On Tuesday Sept. 12, Philippine President Gloria Arroyo will visit the European Commission in Brussels. She will meet Commission Chair Jose Manuel Barroso, among others. Solidarity workers, human rights advocates and trade union activists will meet her arrival with a protest action in the middle of the European neighbourhood in Brussels. They call for decisive action against political killings in the Philippines.
Since Arroyo came to power in 2001, almost 750 people fell victim to extrajudicial killings. Many of them are leaders of people's organizations, trade unions and progressive political parties but also journalists, lawyers and ordinary civilians are killed by death squads.
Several international agencies have criticized the government of Arroyo recently:
* The ICFTU warned Arroyo on July 11 that the Philippines is already in the same category as Colombia when it comes to murders on trade union activists.
* Amnesty International reminded Arroyo on Aug. 15 that the government has to take decisive action to stop the political killings if it wants to give peace a chance.
* The International Federation of Journalists declared on Aug. 22 it is appalled by the continued inaction of the Philippine government although it is ranked as the second most dangerous country in the world for journalists, after Iraq.
* On Sept. 5, the World Council of Churches called on the government of the Philippines to disband "death squads", private militias and paramilitary forces operating with impunity in the country.
Also diplomatic pressure on the Philippine government is mounting. The European Commission's representative in the Philippines, Jan De Kok, already said that human rights will be on the agenda during Arroyo's visit. The demonstrators will remind Barroso that, towards the Arroyo government, a critical attitude is appropriate.
The protest action is also an opportunity to launch the broad "Stop the killings in the Philippines!" campaign. Solidarity groups, human rights advocates and trade union activists are defending in this campaign their Philippine colleagues' right to life. More information at www.stopthekillings.be

Big Rally Marks Finale to Week of Anti-WTO Protests
HONG KONG -- Tens of thousands of foreign and Hong Kong activists
marched in a colorful march from Victoria Park in a militant yet
peaceful end to the People's Action Week of protests against the World
Trade Organization.
Activists belonging to the Hong Kong People's Alliance (HKPA) led the march to the convention
center but were prevented by police and two tanks from proceeding
further from the vicinity of the Hong Kong stadium.
In her turn in the pre-march program at Victoria Park, Dr. Carol
Araullo of the International League of People's Struggle (ILPS) and
Bayan-Philippines burned a US flag amid wide applause and cheers of the
protesters.
Araullo praised the militancy of the Korean farmers and workers, and
condemned the Hong Kong government for unleashing violence on their
protests.
Today's rally at Victoria Park coincides with International Migrants
Day. Expectedly, thousands of migrant workers under the Asian Migrants
Coordinating Body (AMCB) joined the Victoria Park rally, bearing
placards against the proposed General Agreement on Trade in Services (GATS).
The HKPA mounted another rally as soon as the march reached the
Wanchai demonstration area.
At the end of the program, the ILPS and Bayan leaders burned down a US
flag and destroyed an effigy depicting US imperialism using flag
poles.
Earlier in the day, several members of the ILPS and the Asia-Wide
Campaign staged a silent picket near the HKPA center where the HKPA
leaders were holding a press conference. The picket condemned the
violence of the Hong Kong government, and demanded the release of all
detained anti-WTO protesters.
As of presstime, some Korean organizations remain at the Wanchai
demonstration area.

Dispatch from Hong Kong: Protesters to Fete Possible Collapse of Talks
HONG KONG (Dec. 17, 5:00 pm) -- With news circulating that no new
agreement may be signed in the ongoing 6th Ministerial Conference of
the world's largest trade body, members of the International League of
Peoples' Struggle (ILPS) are now preparing for a "celebratory mass
action" tomorrow.
According to the People's Media Center of the ILPS, a collapse will be
welcomed by many nations because any new deal would surely benefit
only the big capitalist countries like the US and EU members.
Earlier today, about 200 members of the ILPS staged a colorful protest
from Victoria Park to the Hong Kong Convention Center. At the
frontlines were five Cordillerans (indigenous people from Northern
Philippines) banging their gongs.
Closely following them were Filipino cultural activists depicting the
effects of the WTO on agriculture, jobs, education and other social
services. Three activists wearing Chinese devil masks portrayed the
role of the WTO, International Monetary Fund and the World Bank.
Members of the Japan-based Asia-Wide Campaign (AWC) and activists from
Taiwan, India, the US and Belgium.
The ILPS protesters staged a five-minute sit-down upon reaching
Paterson Street, and a die in at the foot of the bridge leading to the
convention center.
Crispin Beltran, a member of the Philippine Congress under the
Anakpawis (Toiling Masses) and chair emeritus of the militant Kilusang
Mayo Uno (May First Movement Labor Center), marched along with other
activists leaders.
Upon reaching the convention center perimeter, Beltran led the burning
of a US flag to shouts of "Junk, junk WTO!" and "US imperialists,
Number One terrorists!"
In the afternoon, the participants in the International Youth and
Student Conference on Education also staged a separate march to the
convention center, with demands the exclusion of education and
services from the WTO and the scrapping of the entire WTO
The youth marchers come from various countries and involve the Asian
Students Association, the International Movement of Catholic Students,
the ILPS-Youth and the Hong Kong University Student Government.
Yesterday, Dec. 16, the following activities were held:
* Bayan-led march to the convention center.
* Women's Tribunal on the WTO
* Women's March against the WTO
On Dec. 15, a rural people's tribunal found the WTO guilty of killing
the agriculture in Third World countries and detrimental to farmers'
livelihoods. Participants later marched to the convention center where
they burned a US flag.
Founded in 2001, the ILPS is a global anti-imperialist alliance of
more than 400 mass organizations from more than 40 countries
worldwide.
Also during the week, separate or coordinated protests were staged by
organizations from South Korea, Japan and Bangladesh.
The protests by Filipinos and other nationalities defied standard law
in Hong Kong that requires permits before the staging of rallies.

In Hong Kong, Multinational Protests Want WTO Junked
HONG KONG -- Tens of thousands of people from various countries have gathered in this Asian capital to anticipate a collapse of the 6th
Ministerial Conference of the pro-imperialist World Trade
Organization.
Under the aegis of the Hong Kong People's Alliance (HKPA), the
protesters have held round-the-clock protests, fora, workshops,
tribunals and other activities collectively dubbed People's Action
Week. Main venue is the sprawling Victoria Park where the HKPA set up
several colored pavillions for use by the various organizations.
On Dec. 13, the HKPA led a rally at the main stage of the Victoria
Park. The protesters later marched to Wanchai but were prevented by
the Hong Kong police from approaching the immediate perimeter of the
official venue of the global trade talks.
Filipinos who flew from Manila are led by the International League of
Peoples' Struggle (ILPS), Resist WTO Network and the Bagong Alyansang
Makabayan (Bayan). Bayan Muna Reps. Satur Ocampo, Teddy
Casino and Bayan chair Dr. Carolina Araullo are at the head of the
Manila contingent.
Last week, Araullo and two other activists were held at the airport
upon arrival of their flight from Manila They were later released
without charges but only after a six-hour wait and after every piece
of baggage was hand-checked. Peasant leader Danilo Ramos was also
stopped at the airport on Monday.
Prof. Jose Maria Sison, twice tagged a "terrorist" by the US, EU,
Canada and Australia governments, keynoted an outdoor forum on trade
and war sponsored by the ILPS. Sison is chair of the ILPS and chief
political consultant of the National Democratic Front of the
Philippines (NDFP).
In a speech delivered during the ILPS forum, NDFP chief negotiator
Luis Jalandoni pushed for international solidarity against
imperialism, including support for the armed revolutionary movements
that seek to replace pro-imperialist regimes and political and
economic systems across the globe.
Today, Dec. 15, farmers belonging to the Pesticide Action Network-Asia
Pacific and the Asian Peasant Council will try the WTO in a rural
peoples' tribunal.
Meanwhile, the Asian Students Association together with several other
regional youth groups will start a three-day conference on education
and globalization.
Also today, Philippine environmental organizations convene a whole-day
forum-workshop on how imperialist mining companies destroy the
environment in Third World countries.
Tomorrow, Asian women's groups from various countries will convene
their own women's tribunal.
Philippine mobile activist group TXTPower will sponsor a meeting on uses
of mobile phones and other technologies in social activism also
tomorrow at the ILPS pavillion.

As the air-conditioned chambers of the House of Representatives reverberated on the morning of July 25 with the cheers of the congressmen who had filed an amended impeachment complaint against President Gloria Macapagal-Arroyo – then set to deliver her fifth State of the Nation Address (SONA) in that very hall – nearby Commonwealth Avenue was flooded by a long and thick crowd of ralliers calling for an end to the U.S.-Arroyo regime and the installation of a democratic people’s council in its place.
Engr. Mon Ramirez of
Agham (Science and Technology Advocates for the People) would later say the crowd was a kilometer long. But length’s not all. Rally organizers would peg the crowd size at 80,000 while police placed it at 60,000.
Along Commonwealth Avenue the flags would mingle with a giant effigy of a gecko’s body with Macapagal-Arroyo’s head. The point was that the President clung to power like a gecko, unmindful of the calls for her exit from office. The effigy would later be burned, and the President would get a multitude of thumbs-down signs.

Bayan-USA Leads Hundreds of Filipinos in Calling For End of USA War and Occupation
On March 19-20, BAYAN USA organizations marched proud with allies and supporters in Seattle, New York, Chicago, San Francisco, San Jose and Los Angeles carrying the same call "From Iraq to the Philippines, End U.S. War Now!" Hundreds of peace-loving Filipinos held high many bright blue and red BAYAN USA flags which represent Bagong Alyansang Makabayan (BAYAN) in the Philippines, the mass movement for a just and lasting peace through genuine national sovereignty. These Filipino contingents added to the hundreds of thousands of protestors throughout the world voiced their opposition on the second anniversary of the Iraqi occupation. In the U.S., California reported the highest figures of attendance with 25,000 in San Francisco and 20,000 in Los Angeles. Seattle, New York, Chicago, San Francisco, San Jose and Los Angeles each ascended multiple large dark blue BAYAN USA and BAYAN flags branded red with their respective logos. On the second anniversary of the US-led war on Iraq, QC Indymedia shares the following statement from Peace for Life, released during an anti-war rally in Manila on March 20. We support the international campaign against US-led wars of aggression.
March 20 marks the second year of the occupation of Iraq by the Unites States. It also, in a sense, marks the anniversary of the biggest anti-war protest rallies the world has ever seen. On this day, the United States—with its coalition of the willing—armed with some of the deadliest weaponry in its arsenal proceeded with the invasion of Iraq despite worldwide protests, despite absence of U.N. sanction, despite any justifiable reason, despite the cost in terms of lives and human suffering.
In the course of this period, some 100,000 Iraqi civilians and combatants have died as a result of the war, perhaps even more as no one could say for certain. Around 1,500 U.S. troops have been killed, with over 25,000 wounded. All these presumably because the world needed to be rid of Saddam's weapons of mass destruction, which after a two-year search costing millions of dollars ended with the White House acknowledging that they couldn’t find any.

Protesters hold Thai PM Thaksin accountable for Narathiwat massacre
Protesters in Hong Kong, including representatives of the Filipino migrant community, denounced the inhuman treatment and killing of 85 people many of whom were Muslims, in Narathiwat Province, Southern Thailand on October 25. The victims had assembled in front of a police station to protest a previous arrest of six village volunteers suspected of supporting armed Islamic militants.
According to the protesters' statement: "Adding to this criminal act of the government and the military is the arrest of 1,300 other people. Recently, it was reported that most of the detained protesters were released. However, 189 people remain in jail and are uncertain of release."
The statement also calls for Prime Minister Thaksin to step down immediately and take full responsibility for the Narathiwat massacre.

The Quezon City Independent Media Center (QC Indymedia) stands in full solidarity with the Operation: Hard Drive By activity that is being organized in protest against the Oct. 7 seizures of the hard drives of two Indymedia servers in London at the request of the US Justice Department, apparently in collaboration with Italian and Swiss authorities.
The seizures led to the closure of an Indymedia radio station and around 20 Indymedia websites including those serving Ambazonia, Uruguay, Andorra, Poland, Western Massachusetts, Nice, Nantes, Lilles, Marseille, Euskal Herria (Basque Country), Liege, East and West Vlaanderen, Antwerpen, Belgrade, Portugal, Prague, Galiza, Italy, Brazil, UK, and parts of Germany Indymedia. While the hard drives were returned on Oct. 13, the entire Indymedia community is still in the dark as to the legal reasons for the seizures, as there has been no explanation from the US, Italian, and Swiss authorities involved.
But one thing is for sure: the hard drive seizures had among their objectives the intimidation of a media network specializing in reportage and analysis exposing the canards behind the US-led war on “terror.”
We in QC Indymedia condemn the US-led international genocidal war and its perpetrators in the Coalition of the Willing, among them Philippine President Gloria Macapagal-Arroyo. In our particular capacity as media-makers, we stand against the suppression of press freedom led by a government that claims to defend democracy, especially in furtherance of a war that sheds blood for gold.

People’s Caravan 2004 for People’s Food Sovereignty sweeps through Asia
Hundreds of peasant organizations and support NGOs, representing millions of poor Asian farmers, are currently participating in the People’s Caravan 2004 for People’s Food Sovereignty that is sweeping through 15 countries across Asia and Europe. This year’s People’s Caravan bears the theme “Asserting Our Rights to Land and Food” and will culminate in Nepal with a public rally and the Conference on Alternatives to Globalization on September 30. This activity aims to raise awareness on the issues involved in food sovereignty, including the World Trade Organization (WTO), genetic engineering (GE), pesticides, agrochemical TNCs, and the promotion of sustainable agriculture.
The Caravan's Philippine leg runs from September 8-16 and is hosted by RESIST, a broad alliance of individuals and organizations who are opposing agrochemical TNCs and imperialist globalization, while Kilusang Magbubukid ng Pilipinas (Peasant Movement of the Philippines) serves as its secretariat. Forums, debates, dialogues and protests are being held in Metro Manila, Panay, Bicol, Nueva Ecija, Laguna, Cordillera, Cagayan Valley and Davao City.
During its activities in the Philippines, the Caravan advocates the people’s rights to land and productive resources, campaigns for the removal of food and agriculture from the control of the WTO, and demands the elimination of pesticides and genetic engineering. The People's Caravan likewise continues to build the resistance against agrochemical corporations' domination on agriculture.

RNC Protests from NY to QC - 08/29/2004
For the first time in history, from August 30 to September 2 2004, New York City will be the site of the annual Republican National Convention (RNC). The main purpose of the convention is to nominate current president George W Bush as the Republican presidential candidate for the forthcoming election, but the event will be met by mass protest by local and international activists.
While many are expected to join protest actions in New York, Filipinos will hold a protest march on August 30 in support of a global day of protest against imperialist wars and globalization. In a statement, the Promotion of Church People's Response (PCPR) said: "We join the American people in demanding 'Bring Home U.S. Troops Now! Money for Jobs, Not for War!' We join all peace-loving people in declaring that Bush, Arroyo and all corrupt leaders, ruthless aggressors, war criminals – the real terrorists -- have no moral ascendancy to govern!"

Sison-Ninotchka Book Set for Launchings
The book Jose Maria Sison: At Home in the World - Portrait of a Revolutionary (Conversations with Ninotchka Rosca), published in the US early this year by Open Hand Publishing, is scheduled for a series of launches in the Philippines beginning this week. It is a series of interviews that deal with the life, thoughts, and works of exiled Philippine revolutionary leader Jose Maria Sison, who is also branded by the US government as a "foreign terrorist" together with the Communist Party of the Philippines and the New People's Army.
The collaborators in this book are both award-winning writers. Sison, a poet and essayist, won the 1986 Southeast Asia WRITE Award, while journalist-novelist Rosca is a recipient of the American Book Award for Excellence in Literature.
Co-author Ninotchka Rosca will be autographing copies of the book at Powerbooks-Greenbelt on Aug. 19. Another launching will be held on Aug. 24 at Balai Kalinaw, University of the Philippines in Diliman, Quezon City.

On 59th Anniversary of the End of World War 2: Women Reiterate Call to End the US War of Aggression
Yesterday, the 59th anniversary of the end of World War 2, the women's group GABRIELA reiterated its call to end the US-led war of aggression on Afghanistan and Iraq.
“The end of World War 2 ushered the colonial influence and continuing dominance of the United States in world politics and economy,” said Emmi de Jesus, GABRIELA secretary-general. “Under the guise of the War on Terrorism, the US continues to impose its imperial armed might to Afghanistan and Iraq. As a second front of this war, the US continues to justify its intervention in our political, economic and even military affairs, even after we supposedly declared independence more than fifty years ago.”
The reiteration of the call is timely, especially since reports of rapes of Iraqi civilian women by US occupation forces have been spreading over the Internet. Backing such reports are photos from confidential sources, with similarities to pictures of prisoner abuse at Abu Ghraib released by CBS News.
World Trade Organization - 8/4/2004
On July 31, past midnight, the World Trade Organization’s (WTO) General Council reached an agreement in Geneva on a number of controversial trade issues. The corporate media were quick to hail the ‘July Package of Framework Agreements’ as a breakthrough for the World Trade Organization's Doha Round of negotiations that had been stalled after the failed ministerial meeting in Cancun, Mexico last year.
In Cancun, the poor countries were able to stand their ground knowing that no deal was better than a bad deal. During the negotiations in Geneva, they agreed to a deal in order to avert more harm and to stall the forceful moves of the EU and US to impose more disadvantageous deals upon them.
NGOs monitoring the negotiations and some delegates of poor countries criticized the agreement for betraying the poor and stressed that the rich countries were able to get what they wanted through bullying and intimidation of the delegations from the south. [Full story]
